Digital Employment Exchange

Digital Employment Exchange refers to an online job portal launched by the office of the Development Commissioner, Ministry of Micro, small and Medium Scale Enterprises on 15 June 2015. This facility will enable industrial units to find suitable manpower and job seekers to find suitable jobs.

Thus, they are conceptually similar to the traditional Employment Exchanges but cater to mainly the micro and small and medium scale enterprises (MSME) which generally employ less than 25 people. The traditional employment exchanges have also now gone online with the wider mandate of career counseling.  This online version is known by the name “National Career Service (NCS)”.

Traditional Employment Exchanges and the new digital employment exchange come under two different administrative Ministries. The former is under Ministry of Labour and Employment. Digital Employment exchange is mostly a voluntary initiative and is not bound by the provisions of Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959 i.e., it is not mandatory for companies to notify their vacancies on to this platform.

Digital Employment Exchange was created on the request of various MSMEs. The services are offered free of cost. Further, the services are not restricted to MSMEs alone. If desired, large scale manufacturing establishments can also post their requirements on the platform.

Government under the aegis of Ministry of Skill Development & Entrepreneurship has also launched a specific job portal for skilled labourers on 15 July 2015 under the name “Skill India”. This portal also acts as a training portal for citizens aspiring for specific skills. Skill India Portal provide an online collaborative platform to help disseminate reliable information on skill options, opportunities, information on various providers and by providing an interface to enquire, explore, access and engage with various affiliated and accredited training partners and infrastructure providers.

On 25 April 2016 Hon'ble Minister in charge of Ministry of MSME stated that there is a need for convergence of job portal for MSME (Employment Exchange for Industries) with the National Career Service.
